What a good validation layer does
It defines, in plain language, what the AI is allowed to do, what it must escalate, and what it is forbidden from doing. It enforces those rules before an output reaches a person or another system. It logs every decision, with enough context to replay it later.
Permissions as a design surface
Role hierarchy, approval flows, and audit trails are not a compliance afterthought. They are the product.
